Classified Manager

Under the direction of the Dean of Student Equity and Special Programs, the Program Manager, Student Resources & Basic Needs will be responsible for planning, organizing, and promoting food access and other basic needs for Lassen College students. This includes the coordination of the Cougar Cupboard and Student Resource Center, USDA food distribution and food supplies, liaison to CalFresh in Lassen County, and collaboration with, as well as referrals to housing and other basic need services of Lassen County. The Director will also work with community organizations to obtain resources for students to ensure student wellness, success, retention, and completion. This position is grant and/or categorically funded and contingent on continuing to receive these restricted funds.

A Bachelor’s Degree AND one year of experience working in a human services or social services capacity. A degree in Social Work is preferred; OR An Associate’s Degree in Social Sciences or Social/Human Services or related field, and three years of experience working in a human, social, or community service capacity. Experience may include volunteer work that helped coordinate a basic needs operation.

Licenses and Certificates

  • Valid California Driver’s License
  • Ability to obtain a food handlers license if needed.

Physical Abilities

  • Ambulatory ability to remain stationary in from of a computer screen for extended periods of time.

  • Carry on routine conversations in person and over the phone.
  • Handle and transport awkward and/or medium-weight materials.

Working Conditions

Work is performed indoors and occasionally outdoors where some safety considerations exist from physical labor and handling of medium weight, yet awkward materials. May work occasional evenings and/or weekends.

  • Knowledge of the history and culture of underrepresented groups and groups that have experienced discrimination.
  • Oversee the development of resources, programs, events, and services as related to students' basic needs including housing, food, and other social services.
  • Establish local and regional collaborative relationships and partnerships with Lassen County, community organizations, and local agencies pertaining to student basic needs to establish referral pathways and coordinate services; partner with food bank affiliates and other non-profit entities to support students to secure resources.
  • Oversee the daily operations, activities, staffing, and services of the Cougar Cupboard and Student Resource Center.
  • Act as a broker in identifying, supporting, and linking students to services on- and off-campus including housing, food, hygiene items, clothing, as well as other services and resources.
  • Serve as a primary contact for students, providing an intake process (paper and online forms), a caseload approach, and a tracking system for serving students seeking basic needs and services.
  • Prepare and distribute promotional materials, create content for basic needs webpage, and conduct outreach activities and special events to reduce stigma and inform students on how to access and enroll in basic needs services, including CalFresh.
  • Assist students applying for food and emergency assistance programs offered through the college and California Department of Social Services by providing information about programs, prescreening program participants, aiding with completing applications, and providing appropriate program participation verification documents.
  • Educate the campus community about basic needs efforts, and coordinate and promote basic needs workshops, initiatives and campaigns on campus.
  • Maintain key databases, conduct surveys, and compile deliverable reports to stakeholders and the Chancellor’s Office about basic needs issues and resource utilization, including required MIS reporting.
  • Plan joint events and participate in planning and implementation meetings with other college departments and programs, and with community agencies and representatives.
  • Serve as a District representative on various committees associated with the basic needs program.
  • Monitor the program budget and make recommendations regarding allocation of resources and expenditure of funds. Seek out additional grants and funding opportunities that could add additional funds or resources to the program.
  • Coordinate the collection of data and analysis of data, participate in the preparation and submission of reports and program plans in accordance with District and external agency requirements.
